The Occupational Health and Safety Law No. 6331, which regulates the duties, authorities, responsibilities, rights and obligations of employers and employees in order to ensure occupational health and safety at workplaces and to improve current health and safety conditions, was published in the Official Gazette dated 30.05.2012 and numbered 28339. (4) of Article 10 of the Law. Clause defines the employer's duty and responsibility in making measurements and controls. “The employer ensures that the necessary controls, measurements, examinations and researches are carried out for the working environment in terms of occupational health and safety and to determine the risks that the employees are exposed to in this environment.”

Depending on the Occupational Health and Safety Law No. 6331, the regulation on health and safety conditions in the use of work equipment, published in the Official Gazette dated 25.04.2013 and numbered 28628, and electrical installation, grounding installation, lightning rod installation, accumulator and transformer and similar electrical installations per year Periodic control has been made mandatory once. Periodic controls of lifting and conveying equipment equipped with electronic control system, machines and benches equipped with electronic control system are also carried out by electrical engineers.

Within the scope of the regulation on health and safety measures to be taken in workplace buildings and annexes, which was published in the Official Gazette dated 17.07.2013 and numbered 28710, periodic control of the electrical installation and records should be kept. (minimum health and safety conditions to be applied in annex-1 workplace buildings and annexes)

The regulation on electrical indoor facilities published in the Official Gazette dated 21.08.1984 and numbered 18565 by the Ministry of Energy and Natural Resources entered into force by making changes over time. General provisions regarding grounding and grounding facilities in Article 44 of the Regulation and “inspection of protection devices against indirect touching of live parts” are defined in Article 46.

According to the 7th and 10th articles of the regulation on grounding in electrical installations, which entered into force by the Ministry of Energy and Natural Resources by being published in the Official Gazette dated 21.08.2001 and numbered 24500, grounding has been made mandatory and the establishment, operation, inspection, In terms of security, the provisions regarding the safety have been determined. In the annex-p section of the regulation, the recommended periods for the inspection, measurement and inspection of various grounding facilities during the operation period are specified, and it is foreseen that the inspection and measurement of the resistances of the grounding of industrial facilities and commercial centers will be carried out in 1 (one) year periods.

What actions are taken in electrical indoor installation measurements and controls?

Fault current (rcd) measurement

Tests and measurements will be made at all end consumer points protected by residual current devices. (sockets, electronic devices, machines, etc.) Rcd opening current (ma) and opening time (ms) will be measured and it will be checked whether the protection is in the right current and at the right time.

• - Continuity check

It will be checked by the (r1+r2) method whether the protective conductors are installed from the end consumer points to the equipotential busbar.

• -Insulation/insulation control

Insulation of conductors/cables and floor insulation will be checked with measurements.

• -Grounding facility controls and measurements

Grounding/loop impedance measurement will be carried out at the end consumers, sockets and machines in the facility. The suitability of the protection against indirect touch will be checked by measuring the grounding/loop impedance value at the end consumer points, whether the protective conductor is drawn in the appropriate cross-section up to the end consumer points.

• -Lightning protection facility control

Grounding resistance measurement and control of the existing lightning protection facility in the facility will be carried out in accordance with the current TS EN 62305 standards and will be reported.

• - Panel grounding control

• - Residual current protection control

• - Transformer and transformer oil control

• - Generator body protection grounding control

• - Control of panel, motor and connection points with thermal camera

All energy rooms, meters, distribution panels, branches, cable shafts, generators, ups, motors, machinery and equipment and electrical connections, elevator electrical installation, lighting installation, weak current installation, starting from the low voltage side of the transformer, if any, within the facility, under the control of the electrical installation, Switches, sockets and junction boxes, compensation systems and grounding facility are checked for compliance with current projects and standards, measurements are made.

It is determined and reported whether there is appropriate sizing and protection for all kinds of equipment and machinery in the electrical installation.

In addition to these, thermal camera examinations of the panel, cables and cable connections are made to determine whether there is an overload or unbalanced load.

Why should electrical indoor installation measurements and controls be made?
